Balancing Heritage and Development: The Role of Community Engagement in Shaping At-Turaif's Future

Abstract

The research purpose of this dissertation is to examine the contribution of community involvement in the rehabilitation of At-Turaif, a culturally significant item on the list of World Heritage sites in Diriyah, Saudi Arabia. Given that this research is placed in the context of urban planning and heritage management, this study intends to understand how local community involvement can assist in efficiently managing heritage sites and the regeneration of the economy. As will be apparent, the idea driving this study is that local communities are key stakeholders in managing and utilising cultural heritage resources. The research aims to establish, describe, and analyse possible advantages and difficulties of engaging the community of At-Turaif in the further renewal process. This pertains to exploring the processes by which the involvement and engagement of the community are sought and incorporated into the planning systems. It analyses the effectiveness of community engagement in promoting the site's cultural significance, improving the economy around the site, and promoting sustainability relating to conservation efforts. In terms of methodology, the work is based on a mixed-methods approach that involves qualitative analysis of interviews with experts, questionnaires among the communities, and quantitative analysis of data. It should be noted that the philosophy of this approach is to reflect the rich panorama of community views in order to conduct a sophisticated analysis identifying the impact of these views on the revitalisation processes. Literature drawn from urban planning and heritage conservation is used to create a framework through which data can be examined, and the relationship between heritage conservation actions and community development can be made more explicit. Most focus is placed on such a concept as the adaptive reuse of heritage buildings, which can become a stimulus to develop commercial activity and, simultaneously, can be thought of regarding historical and architectural compatibility. Therefore, I believe this dissertation contributes to the field by providing an extensive analysis of community engagement as an essential element of heritage site management. The present study fills the gap in the literature by zeroing in on At-Turaif and, at the same time, provides an applied service to a range of stakeholders, from the Diriyah Gate Development Authority to potential heritage advocates and scholarship, by indicating the value of a sustained orientation to community knowledge for heritage preservation.
