The second theme identified that multiple challenges exist that prevent AI implementation. These challenges in general include High-level Governance challenges, Organisational challenges, and Regulatory and policy-related challenges. The third theme shows that AI-based tools are capable of improving transparency and cyber-attack resistance. However, their performance is limited by the availability of data, the quality of data, and handling other AIs. The fourth thematic analysis shows that AI technology implementation can be ensured with the help of multiple strategies. For example, up-skilling creates a legal framework and regulation. The research on AI uptake in the public-sector cybersecurity of Saudi Arabia revealed significant governance gaps and skills shortage. In response, recommendations indicate the Saudi government to put in place more effective regulations, make investments into workforce development training, and develop partnership with external businesses focusing on cybersecurity defence. Future research should include primary studies and a comparative approach to look into AI’s potential for enhanced security.The aim of the research is to explore the current state of AI-enabled cybersecurity systems in Saudi Arabia’s public sector, identify the challenges faced during their implementation, and highlight the opportunities for further development to support the country’s digital security goals aligned with Vision 2030.
