Because the consumer is the weak party in e-commerce transactions, the consumer needs special protection. This study looked at the regulations within the Kingdom of Saudi Arabia related to e-commerce contracts and some of the legislation to address consumer-related problems. Because the current legislation in the Kingdom of Saudi Arabia is not sufficient to protect the consumer in cross-border e-commerce transactions, the study recommended the need to define a strict system to protect privacy and consumer protection within the Kingdom of Saudi Arabia in electronic transactions. For countries to remain connected to each other in the digital world, they must learn to adapt to each other. For example, when considering the role played by countries in the European Union when the General Data Protection Regulation (GDPR) was adopted, it is salient that it is required for countries to comply with the level of the protection of the GDPR, whether inside or outside the European Union. In addition, the GDPR may have a significant impact on the Kingdom of Saudi Arabia, because the timing of its work is compatible with the Kingdom's Vision 2030, which seeks to diversify the economy and ensure that it does not rely entirely on oil.
