Item Restricted Human Rights in Africa: Between Cultural Relativism and UniversalismRIMA ALI ALKAHTANI; Dr. Peter PetkoffAlthough African states adopted the African Charter on Human and Peoples’ Rights in 1981, human rights continue to be violated by cultural practices. This work discusses the two arguments of cultural relativism and universalism, and the challenges facing the African continent in the implementation of human rights. The work aims to show that human rights are applicable in Africa. The approach followed is to examine the arguments of the debate between relativism and universalism through the international system of human rights, and particularly the African human rights system, with a focus on issues within the scope of women's and minority rights, that illustrate the duality of adherence to culture. The research concluded that the implementation of human rights in Africa faces difficulties due to changes in the political economy and the roles of the state and civil society.2 0
