    MAKING SENSE OF OPEN GOVERNMENT: A COMPREHENSIVE ANALYSIS OF ITS DEFINITIONS, INTELLECTUAL ROOTS, AND CONTINGENCY FACTORS

    This dissertation demystifies the concept of open government, seeking to resolve academic ambiguities by redefining it as a dynamic process integrating digital and traditional means to uphold democratic values and good governance. It highlights the multidimensional nature of open government, tracing its intellectual roots across public administration theories, from the Invisible Hand to Open Innovation. A comprehensive contingency framework is proposed, categorizing factors influencing open government into macro (institutional drivers), meso (organizational dynamics), and micro (citizen adoption) levels, and mapping outcomes like economic growth, transparency, and civic engagement. The study then zooms in two such factors through a cross-sectional analysis of 127 nations, revealing that cultures with lower power distances, strong uncertainty avoidance, and long-term orientation tend to embrace openness more, with democracy playing a mediating role. The dissertation enriches theoretical understanding by providing a refined definition of open government and its relationship with related concepts, and offers practical guidance for public officials. It navigates the challenges of transitioning from bureaucratic traditions to openness, emphasizing the importance of cultural and democratic values in promoting government transparency and citizen engagement.     EVALUATING FACTORS INFLUENCING SAUDI CITIZENS' SATISFACTION WITH THE ABSHER PLATFORM USING THE TAM

    Governments across the globe have been making steady progress in moving from traditional government to e-government. In an era characterised by the worldwide move from traditional governance models to digitalised public services, most governments are leveraging the potential of digital platforms to enhance efficiency in the delivery of government services, citizen engagement, and the streamlining of administrative processes, as well as to increase interaction and collaboration between citizens, governments, and businesses. Evaluating factors influencing user satisfaction with an e-government platform serves two purposes in the context of this shifting landscape. Firstly, it contributes to the development of e-government practices. Secondly, it has the potential to influence policies that improve the efficacy and citizen-centric nature of digital services. Saudi Arabia (KSA) launched its e-government platform, the Absher system, in 2003, and the platform has been transformed specifically after COVID-19 to improve its efficiency and effectiveness. KSA was ranked 31 in the EDGI survey, climbing 12 places from the last survey (UN, 2022). The government, under Vision 2030, aims to progressively digitise various government services, interactions, collaborations, and citizen engagements. Although various studies have been conducted to explore challenges and various factors for the effective implementation and adoption of e-government in the KSA, studies have yet to be conducted to determine what influences user satisfaction with the Absher system, specifically after extensive improvement in recent years. The study used the Technology Acceptance Model (TAM) as its foundation of analysis and adopted a quantitative methodology, which is an online questionnaire, to evaluate what factors influence Saudi citizens' satisfaction with the Absher platform. The data sample comprised Saudi citizens above the age of 18 who used the Absher platform. The study sent out the online questionnaire and received completed responses from 233 participants. As per the study, perceived ease of use and usefulness were influential factors in Saudi citizens' satisfaction with the Absher platform.

    Promoting Universal Access to E-government Services — A Comprehensive Conceptual Framework from Citizens’ Perspective

    The world moves toward the era of a smart society that is human-centered, sustainable, and inclusive. Countries employed new information and communication technologies to deliver services and engage citizens in the decision-making process. These services are evolving and in the near future, we can expect a plethora of new services related to Smart Society 5.0 and Industry 4.0, in addition to more traditional services. The possibility of these new technologies to foster sustainable development can only be obtained when all target users have fair access to the offered services. In the e-government context, ensuring service quality is crucial for success. While many factors contribute to service quality, user experience is becoming increasingly important. Governments need to put citizens at the center of the design process of their services and ensure that all target users have an enhanced experience with the offered e-services. Moreover, e-government constantly changes over time and continues to drive opportunities and open new possibilities for potential developments. Therefore, it is highly recommended that government agencies regularly evaluate citizens’ experience with the offered services and investigate the factors that significantly influence their adoption behavior. However, numerous research efforts investigated the user experience of e-government from the lens of specific government services in an individual or specific range of countries. There has been a lack of a global e-government adoption framework to evaluate users’ adoption behaviors of e-government services. Despite successful efforts to formalize certain aspects of user experience, there remains a need for a comprehensive and systematic framework for user experience evaluation. Therefore, the main objective of this thesis is to conduct a comprehensive study of the state of the art in user experience evaluation and develop a unified framework that integrates existing knowledge on the topic. It provides a systematic approach for enhancing user experience by providing guidelines on how to evaluate users’ adoption behaviors of e-government services efficiently as a reference for future investigations. The research approach was conducted through two main phases. The first phase aims to design the proposed conceptual framework to evaluate users’ adoption behaviors of e-government services. Hence, we have conducted a systematic literature review on user experience towards e-government services and cover all different aspects to better understand target users and enhance their overall experience. This systematic review informed the design of a holistic conceptual framework by investigating factors that significantly affect users’ adoption of e-government services globally. The proposed framework provides a standard overarching process for future research in the e-government domain by providing an established methodology for evaluating users’ adoption behaviors of e-government services. This framework is global, it is used to evaluate users’ adoption behaviors of e-government in any country to ensure that citizens have a good experience with e-government services in that country. The framework includes the most common significant factors influencing users’ adoption behaviors of e-government that represent the necessary steps to enhance citizen experience and boost their adoption behavior. The second phase implies the utilization of the proposed framework to evaluate users’ adoption behaviors of e-government by developing a reference implementation of e-government adoption based on the proposed framework. The quantitative research methodology was employed using a web-based questionnaire to evaluate the e-government adoption behavior.
