Artificial Intelligence in Government: How Organizational and Behavioural Drivers Shape the Use of AI Insights in Decision-Making
(Saudi Digital Library, 2025) Alsadun, Dhuha; Trim, Peter
This research evaluates the key drivers that shape employee intention to use and recommend AI-driven insights in the process of making decisions within organizations operating in the public sector. Using survey data collected from 106 employees working in the Saudi Arabian public sector this study focuses on how the four constructs; trust, perceived usefulness, leadership support and misalignment with operational plans influence the intention to use and recommend AI-powered insights in decision-making processes. Findings from the study show that all four constructs are statistically significant, though they vary in their influence on AI insights utilization. Usefulness and leadership support are the strongest predictors particularly when it comes to recommending AI insights to other employees. Trust in AI outputs has a statistically significant impact on the dependent variable however its effect is selective where specific traits such as perceived competence and reliability in handling complex tasks appear as significant predictors. This shows the importance of evaluating trust as a multidimensional construct rather than a single uniform aspect. In the same manner, although respondents exhibited openness to change, the misalignment between AI recommendations and operational plans was found to possibly inhibit the integration of AI insights. Particularly, factors such as emotional discomfort and the preference of the traditional processes of making decisions highlights the psychological and structural aspects that affect AI insights integration. This research provides an important contribution to the growing volume of knowledge focusing on understanding factors influencing the integration of AI powered insights in decision making processes across the Saudi Arabian public sector. This discussion introduces human behaviour as a critical aspect to consider in evaluating the key drivers that promote the intention to use AI insights as well as to recommend to others in decision making processes. Recommendation, in particular, is viewed as a key behaviour that plays an important role in encouraging trust and normalizing the use of AI insights within organizations. By focusing on the Saudi Arabian public sector this research creates real-word data that can be used to develop practical, academic and formal recommendations to improve the use of AI insights in decision-making processes in the public sector.

Corporate Governance in Hybrid State-Owned Enterprises: From the Theoretical to the Practical.
(Saudi Digital Library, 2025-06-30) Alohaly, Asaiel Ahmed; Devenney, James and Miglionico, Andrea
This thesis offers two substantial contributions to the field of corporate governance. First, it provides a comprehensive critical analysis of the existing governance models for partially state-owned enterprises (SOEs). Second, it proposes an innovative new framework for the governance of such companies. Partial SOEs, which involve a mixture of government and private ownership, are identified in this thesis as “hybrid SOEs”. The opening sections present a significant new exploration of current governance models –what this thesis terms the “state model” – for hybrid SOEs. This includes both a full-scale theoretical analysis and case studies of some major companies from around the world. The discussion highlights the diversity of control and ownership structures in hybrid SOEs, the different forms that government influence in these companies can take, and the specific risks and challenges these pose. It demonstrates that there is currently no single state model for hybrid SOEs, and argues the need for a new forward-looking governance model that can cope with the complex nature of these companies, and balance shareholder rights with government authority. The proposed new governance model, the pioneering contribution of this thesis, is then presented. The proposed model provides a practical approach (a toolkit) that reflects the unique risks and challenges faced by hybrid SOEs. The flexibility of this model is crucial, as this is what ensures its relevance across different settings. With its thorough examination of the current situation and proposed new governance model, this thesis presents an important contribution to governance knowledge. It also provides a valuable foundation for future research or initiatives exploring the potential practical implementation of the proposed model.

What factors influence automotive consumers' behaviour regarding climate change government policies and regulations?
(The University of Warwick, 2023-12-06) Bin-Eidan, Rasha; Eubanks, Dawn
According to Jaguar Land Rover (2023) in United Kingdom, a survey was conducted on 234 participants shows that clients are taking sustainable actions and nearly three quarter of the market is insulating their homes to save energy. This research study investigates the factors influencing consumers’ behaviour in the automotive industry, with a particular focus on the impact of climate change government policies and regulations. The objectives of the study include identifying these factors, understanding barriers that limit consumers’ behaviour, and analysing the relationship between culture, government policies, and automotive consumers' behaviour in the United Kingdom. Data collection involved semi-structured interviews with managers from Jaguar Land Rover in the UK. The study finds that factors such as consumer awareness of environmental issues, personal values, and government support for environmentally friendly vehicles significantly influence consumers’ behaviour. It also notes the evolving landscape of government regulations in the automotive industry and highlights Jaguar Land Rover's commitment to sustainability and carbon neutrality by 2039, including the introduction of electric vehicles and clean fuel-cell power. The abstract provides context for the research study, emphasizing the importance of understanding consumer behaviour in the context of climate change policies and the automotive industry.
