Abstract

This business case report evaluates a strategic framework for the ecological and social transformation of the Grattan Street precinct following the completion of the Parkville Metro Tunnel Station, addressing a critical "community disconnect" where 76% of surveyed students identified the current environment as inadequate for social or academic engagement. By synthesizing urban design principles with institutional strategy, the research proposes an Integrated Activation Framework—a $7.00 million multi-layered ecosystem that transitions the site from a vehicular corridor into a 22,000 m² "civic and ecological spine." This proposal integrates Water-Sensitive Urban Design (WSUD) and the "Eel Walk" cultural pathway to establish a sustainable and indigenous-informed foundation, supplemented by modular "plug-and-play" utility nodes and a dedicated Activation Seed Fund to ensure long-term operational viability. Aligned with the Advancing Melbourne 2030 and Sustainability Plan 2030 frameworks, the study demonstrates that this integrated approach optimizes capital efficiency and strategic alignment, effectively positioning the precinct as a "Living Laboratory" that enhances campus culture while fulfilling the University’s commitment to biodiversity, water conservation, and reconciliation.
