Abstract

The VicRoads Digital Driver’s License initiative aims to transform driver’s license management in Victoria, Australia, by transitioning from physical to digital licenses, aligning with global digital transformation trends. This project seeks to enhance user convenience, reduce administrative costs, and improve data security through a secure, scalable platform integrated with advanced technologies like AI and blockchain. A comprehensive feasibility analysis confirms the project’s viability, highlighting significant long-term cost savings and operational efficiencies despite high initial costs. The balanced matrix organizational structure ensures effective resource allocation and stakeholder collaboration, while a robust risk management strategy addresses financial, operational, technical, regulatory, security, and reputational risks. Key features include inclusive design for accessibility, real-time license processing, and public education campaigns to boost adoption. The initiative, spanning 24 months from September 2024 to September 2026, is poised to set a benchmark for digital service delivery in the public sector, promising improved user engagement and paving the way for further digital innovations within VicRoads.
