Abstract
The growing reliance on modern technologies has led to a proportional increase in
opportunities for committing cybercrimes. This trend has made it more challenging for the
Kingdom of Saudi Arabia to achieve its digital transformation goals, one of the key strategic
objectives of Vision 2030.
In response to these emerging threats, several countries, including the United States, have
introduced early legal reforms to combat cybercrime.
This dissertation aims to present a comparative analysis of the legal frameworks for
criminalizing cybercrimes in Saudi Arabia and the United States. It seeks to identify the similarities
and differences between the two laws. The ultimate goal is to propose best practices that could
help improve the Saudi legal framework for addressing cybercrime.
The dissertation concludes by offering a set of legal reforms intended to bridge the gaps
identified in the current Saudi legal system.
