| dc.description.abstract | Today's organizations live in a world full of crises. They face these crises regardless of their nature, activity, or size. Crises have become an obsession that threatens their future and values, preventing them from achieving their goals. They are also a source of anxiety for administrative leaders and employees alike. These crises occur both internally and externally within an organization. Crises are a natural occurrence that can occur at any moment. However, the danger lies in their rapid and sudden occurrence, making them difficult to control. This requires leaders to manage and contain them according to a sound scientific methodology. This requires them to make wise decisions to overcome them with minimal damage and transform them into real opportunities that benefit the organization, both now and in the future. There is no doubt that administrative leadership represents the cornerstone of developing the administrative apparatus it oversees. The importance of leadership is determined by its fundamental role in various aspects of the administrative process and its functions. It is leadership that makes management more dynamic and effective, and serves as a driving force for achieving the organization's goals. From this standpoint, and because no organization can operate in isolation from the various and ever-changing influences of the internal and external environment, both expected and unexpected, and from the challenges and crises that organizations of all forms face in achieving their plans, preserving their survival, continuity, and even growth, administrative leadership is one of the most important means and approaches for building modern organizations that work to implement the standards and principles of sustainability and continuity, and monitor their indicators according to a future vision, plans, and programs that encourage initiatives and various applications across all activities. It serves as an effective and influential system within the organization's administrative and environmental framework, preventing it from falling into crises that could threaten its future or cause it to fail to achieve its goals. On this basis, the importance of leadership, the role of an effective leader, and the qualities that he must have to manage crises become clear. Leadership is one of the most effective guiding tools with all its philosophies. It is the only one that can manage crises of all kinds. Therefore, it is necessary to constantly develop and train leaders, and choose appropriate leaders to assume leadership positions according to certain characteristics, and their enjoyment of distinguished capabilities and skills, and their possession of intelligence and foresight of the future of the organization by adopting the administrative leadership board, and highlighting their position in the field through their ability to solve crises and manage them or avoid their occurrence. Leadership in the healthcare sector is the cornerstone of successful crisis management, bearing the responsibility of making critical decisions under critical circumstances characterized by ambiguity and high pressure. The importance of a leader lies in his ability to unify efforts and create a clear vision that engages medical and administrative teams in a coordinated action plan, with a focus on preserving lives and the health of the community as a priority. In times of crisis, such as an epidemic or a natural disaster, a true leader demonstrates his flexibility in adapting to rapid changes, allocating resources efficiently, and ensuring the continuity of services without delay. Leadership's role extends beyond logistical management; it also includes enhancing staff morale through transparent communication and psychological support, which instills trust and stimulates creative problem-solving. Furthermore, leaders play a pivotal role in building bridges of cooperation between healthcare institutions, government agencies, and the public, enhancing the overall response to the crisis. Through these qualities—wisdom, empathy, and transparency—leadership transforms crises into opportunities for learning and improvement, laying a strong foundation for a more resilient and future-ready healthcare sector. In light of the above, the leadership in the Saudi healthcare sector stands out as an exceptional model in crisis management, embodying the ambitious vision and proactive response enshrined in Saudi Vision 2030 to build a resilient healthcare system capable of facing challenges. In times of crisis, such as the COVID-19 pandemic or the challenges associated with Hajj and Umrah, the leadership's wisdom is demonstrated in coordinating efforts between the public and private sectors and employing modern technologies such as smart platforms and healthcare applications to ensure rapid response and efficient resource allocation. The role of the leader here is not limited to making difficult decisions under pressure, but extends to enhancing community confidence through transparent communication and supporting medical personnel with continuous training and advanced infrastructure. Thanks to this strategic vision, challenges have been transformed into catalysts for innovation, as in smart health city projects and the expansion of preventive medicine, making the Kingdom a regional model to be emulated in crisis management with professionalism and humanity. Based on the above, the following question can be raised: What is the role of leadership in crisis management in government sectors, especially the health sector in the Kingdom of Saudi Arabia? | |
