The study contributes to the literature by shifting the focus from household-level financial risk to hospital-level governance and accountability, offering policy-relevant insights for regulators and healthcare leaders involved in health system transformation. تقدم هذه الرسالة تقييماً نوعياً للتعرّض للمخاطر المالية وممارسات حوكمتها في مؤسسات الرعاية الصحية السعودية في ظل التحولات الوطنية في القطاع الصحي. وتركز على مستوى الشفافية المؤسسية، وجودة الإفصاح عن المخاطر المالية، ومدى توافر آليات الحوكمة الرسمية في المستشفيات العامة والخاصة. وتسهم الدراسة في سد فجوة معرفية من خلال نقل التركيز من المخاطر المالية على مستوى الأفراد إلى مستوى المؤسسات الصحية، كما توفر نتائج ذات أهمية لصانعي السياسات وقادة القطاع الصحي المعنيين بتطوير النظام الصحي وتعزيز الاستدامة المالية.
dc.description.abstractThis study explores how Saudi hospitals disclose and govern financial risks in light of Vision 2030 reforms. Using qualitative document analysis and the READ framework, 51 public and private hospital reports from 2022–2024 were examined. Results show that disclosures focused narrowly on liquidity and reimbursement risks, with critical risks like fraud or capital loss rarely mentioned. Private hospitals offered more detailed reporting, but often avoided sensitive disclosures. Public hospitals either lacked reports or reused generic templates, reflecting weak governance practices. Most institutions failed to disclose formal oversight structures, such as audit committees or risk stress-testing, these gaps in financial transparency and governance conflict with the accountability goals of Vision 2030. The study concludes that effective financial risk governance remains underdeveloped, especially in public hospitals, and calls for stronger regulatory enforcement and future research into internal governance practices.
dc.description.abstractهدف هذه الدراسة إلى تحليل كيفية إفصاح مؤسسات الرعاية الصحية في المملكة العربية السعودية عن المخاطر المالية، وكيفية إدارتها وحوكمتها، في ظل إصلاحات القطاع الصحي. اعتمدت الدراسة على منهجية التحليل النوعي للوثائق، وشملت مراجعة تقارير لمستشفيات عامة وخاصة خلال فترة زمنية محددة. أظهرت النتائج أن الإفصاحات المالية كانت محدودة النطاق، وتركّزت بشكل أساسي على مخاطر السيولة وتأخر التعويضات التأمينية، في حين نادرًا ما تم الإفصاح عن مخاطر جوهرية مثل فقدان رأس المال أو اختبارات الضغط المالي. وقدّمت المستشفيات الخاصة مستوى أعلى نسبيًا من الإفصاح، إلا أنها غالبًا ما تجنبت الإفصاح عن المخاطر الحساسة. في المقابل، افتقرت العديد من المستشفيات العامة إلى تقارير منشورة، أو اعتمدت على نماذج إفصاح عامة ومكررة، مما يعكس ضعف ممارسات الحوكمة والشفافية. كما كشفت الدراسة عن غياب هياكل إشراف رسمية، مثل لجان التدقيق أو أطر حوكمة المخاطر المالية، وهو ما يتعارض مع أهداف المساءلة والشفافية. وتخلص الدراسة إلى أن حوكمة المخاطر المالية في مؤسسات الرعاية الصحية السعودية لا تزال غير ناضجة، لا سيما في القطاع العام، وتؤكد على ضرورة تعزيز الأطر التنظيمية وتطوير ممارسات إدارة المخاطر المؤسسية.
