Vision 2030 for Affordable Housing in Saudi Arabia: Evaluating Enabling Approach and New Constraints within Housing Sector

Abstract

In order to improve the living conditions of its citizens, the state's primary responsibility is to provide housing, either directly or through an enabling strategy. Diverse regulations were enacted to address housing issues, particularly for low-income and disadvantaged individuals. One of the most recent changes to the housing supply in the Kingdom of Saudi Arabia is the enabling approach, which transforms the government from the sole provider to a facilitator of cooperation and housing markets. Therefore, many critics questioned whether this strategy could simultaneously promote housing rights, long-term sustainability, and economic growth.
