dc.description.abstractThis study investigates the challenges of implementing the national strategies of Saudi Arabia’s 2030 vision and proposes solutions to resolve or overcome these issues. Qualitative semi‐structured interviews and the Gioia method were used to analyse the experience of strategy leaders and the challenges facing them at the implementation phase. This paper takes a general overview of the national strategy implementation challenges and then delves into three themes: resourcing and capabilities challenges, stakeholder engagement challenges, and progress monitoring and controlling challenges. Findings reveal a spectrum of challenges, from scope management and strategic alignment, infrastructure maturity, data availability and accuracy, repetitive and unutilized studies, and external contracting issues, to stakeholder coordination and monitoring framework effectiveness. While debates arise concerning workforce expertise and readiness. The paper concludes by providing practical solutions to navigate and overcome the challenges, fostering a more effective and successful implementation of national strategies.
