Abstract
This dissertation explores how film festivals impact Saudi Arabia’s cultural scene, aligning
with Vision 2030 to support cultural identity, diplomacy, the creative economy, and social
development. Chapter One introduces the research question and outlines the study’s
relevance in the context of Saudi Arabia’s cultural transformation. Chapter Two reviews
key literature on film festivals and cultural policy, highlighting the importance of festivals in
shaping narratives and fostering identity. Chapter Three details the methodology, based
on qualitative interviews with festival stakeholders, including organizers, filmmakers,
critics, and attendees. Chapter Four presents the findings, showing how RSIFF is
reshaping Saudi identity by showcasing real stories, celebrating Bedouin poetry and Hijazi
traditions, and fostering pride in national heritage. Festivals also serve as tools for cultural
diplomacy, enable international co-productions and strengthen Saudi Arabia’s global
cultural standing. Chapter Five discusses how festivals promote career opportunities,
particularly for women and youth, through workshops and contests, while also identifying
persistent challenges in film distribution and professional development. Socially, festivals
open dialogue on issues such as women’s rights and youth aspirations, though rural
regions like Al-Ahsa and Abha remain underrepresented due to limited access. Chapter
Six evaluates the risks of state-driven film expansion, noting concerns about creative
freedom. Comparative insights into other festival models reveal that the Athens model is
more sustainable than Dubai’s, which collapsed due to funding issues. The final chapter
offers practical recommendations, such as mobile screenings, micro-grants for rural
filmmakers, and greater support for domestic storytelling. These findings suggest that film
festivals are key instruments for cultural growth and global engagement, contributing to
Vision 2030 and enabling long-term social and artistic change in Saudi Arabia.
