Abstract
Abstract
The COVID-19 epidemic highlights the significant weaknesses in the purchase of the healthcare supply chain, indicating quick adoption of digital solutions worldwide. This dissertation, taking advantage of digital solutions for permanent supply chain procurement: A comparative case study between Covid -19 disintegration and healthcare procurement between UK and Saudi Arabia severely evaluates how digital announcement has increased two opposite national stability, resilience and efficiency.
Using a qualitative, secondary, document-based approach, the study directed a systematic literature review (SLR) approach for research onion framework, PRISMA screening and CASP evaluation for quality assurance. The policy reports and government publications, as well as 15 high quality studies, were thematically analyzed to extract major insights. This research has included Triple Bottom Line theory, Resource-Based View, Dynamic Capabilities and Service-Oriented Arguments and all these helps to enable a structure regarding interpretation of digital procurement effects.
From the findings it has been understood that all over the UK, NHS Net Zero 2040 helps to emphasize a large scale structural integration as well as policy-making stability. However, decentralization and fragmented IT integration limited its crisis accountability. In contrast, Saudi Arabia, directed by Vision 2030 and display rapid adaptability with centralized, intensive integration, intended monitoring, and public-private partnership, which receives intensive integration of the digital health ecosystem, intended integration, real-time monitoring, and public-private partnership with public-private partnership.
In summary, digital procurement is not just only a technological upgradation while it is also a strategic promoter regarding flexible and consistent health system. Policy makers are offered practical recommendations to integrate environment-conscious, transparent and adaptive procurement models, which ensure preparations for future disruption.
