    إستراتيجية تنمية الموارد البشرية لمواكبة المنظومة الحكومية الالكترونية وفقا لرؤية السعودية 2030 دراسة تطبيقية على المستشفيات السعودية

    This study aimed to identify the role of the e-government system in human resource development in Saudi hospitals. The study employed a descriptive-analytical approach, and the sample consisted of 210 administrative staff members working in the Qassim Health Cluster. The results showed a high level of implementation of the e-government system in Saudi hospitals and a corresponding increase in human resource development. A statistically significant positive impact of the e-government system on human resource development in Saudi hospitals was also found. Furthermore, a statistically significant positive relationship was established between the implementation of the e-government system and the dimensions of human resource development in Saudi hospitals (recruitment, training, performance evaluation, and compensation).     Postgraduate international students engagement experiences in United Kingdom Universities

    Background: The increasing globalization of higher education has led to a significant rise in the number of international students, with the United Kingdom (UK) being a major destination. These students seek advanced knowledge, but they also encounter challenges related to adapting to a new academic environment and navigating new cultural. Academic engagement plays a crucial role in their overall success, and understanding the factors influencing their engagements is essential for universities and policymakers to enhance their integration and well-being. Objectives and aim: Investigate the challenges associated with adapting to the UK's higher educational system and examine the cultural and linguistic obstacles that postgraduate international students (PIS) faced in postgraduate thought (PGT) programmes in the United Kingdom. Aim: The aim is to explore and identify the factors affecting overseas postgraduate students in engaging with postgraduate taught degrees in the United Kingdom (UK). Methods: Three databases were looked for the articles reported the challenges faced by postgraduate international students (IS) to engage in their academic courses in English-speaking countries. Results: This scoping review has explored two key themes impacting PIS academic engagement. The first theme, acclimatisation, highlighted the challenges students face in adapting to a new environment, particularly regarding linguistic, cultural, and accommodation factors. The second theme, pedagogy, addressed the method and practice of teaching, which significantly influenced IS learning experiences. Transitioning to PGT requiring students to adjust to higher academic expectations and critical thinking. Furthermore, differences in teaching styles and context, impacted international students' engagement actively in classroom discussions. Conclusion: PIS encounter various challenges related to acclimatization and pedagogy in English-speaking countries, particularly in the UK. To address these challenges, institutions could offer language courses, cultural orientation sessions, and flexible curricula. Bridging lectures and regular feedback can also enhance PIS academic experiences.

    تتمثل أهمية هذه الدراسة من أهمية الموضوع الذي تتناوله الدراسة، حيث يعد تطبيق الحوكمة الإلكترونية من أدوات نجاح المنظمات وخاصة قطاع الصحة. إبراز أهمية تبني الحوكمة الإلكترونية في المستشفيات، وتحسين مستوى جودة الخدمات الصحية، والاستفادة من الحوكمة الإلكترونية وتقنياتها الحديثة لتطوير جودة الخدمات الصحية. تعالج الدراسة أحد التحديات الراهنة، التي من خلالها يمكن التعرف على الحوكمة الإلكترونية ودورها في تحسين جودة الخدمات الصحية. يتوقع الباحث أن يستفيد القطاع الصحي السعودي من نتائج الدراسة، والتي تعتبر مؤشرات لمدى تطبيق الحوكمة الإلكترونية في تحسين جودة الخدمات في الخطة الاستراتيجية، وبناءً على تلك المؤشرات؛ تعد البرامج التدريبية والدراسات اللازمة للنهوض بمستوى الشفافية، والمساءلة والمشاركة، والتمكين، وتحسين إجراءات العمل لدى المركز الوطني السعودي لإدارة الأزمات والكوارث الصحية. الأهمية العلمية: توجيه أنظار القطاع الصحي السعودي لأهمية استخدام الحوكمة الإلكترونية في تحقيق رضا المستفيدين في المستشفيات. تتمثل أهمية الدراسة بأن تثري المكتبة العربية في مجال الحوكمة الإلكترونية في المجال الصحي

    دور الهوية التنظيمية في تنمية رأس المال الفكري للمؤسسات الصحية دراسة ميدانية بمستشفى الملك خالد بمدينة حائل

    هدفت هذه الدراسة إلى تحليل دور الهوية التنظيمية بأبعادها المختلفة (الهوية التنظيمية الإدارية، الهوية التنظيمية التقنية، والهوية التنظيمية الداعمة) في تنمية رأس المال الفكري داخل المؤسسات الصحية، من خلال دراسة ميدانية تطبيقية على مستشفى الملك خالد بمدينة حائل بالمملكة العربية السعودية. وانطلقت الدراسة من إشكالية رئيسة تتمثل في الحاجة إلى فهم طبيعة العلاقة بين الهوية التنظيمية ورأس المال الفكري، وقياس مستوى تأثير أبعاد الهوية التنظيمية في دعم الموارد المعرفية والبشرية بما يسهم في تحسين الأداء المؤسسي وتحقيق الاستدامة التنظيمية في بيئة المستشفيات.اعتمدت الدراسة على المنهج الوصفي التحليلي بشقيه الاستقرائي والاستنباطي، حيث تم توظيف الأدبيات العلمية والدراسات السابقة العربية والأجنبية لبناء الإطار النظري وصياغة الفرضيات، في حين تم جمع البيانات الميدانية باستخدام أداة الاستبانة التي وزعت على عينة عشوائية بسيطة قوامها (100) من العاملين في مستشفى الملك خالد بمدينة حائل، تمثل نسبة (25%) من مجتمع الدراسة الكلي. وقد تم تحليل البيانات باستخدام برنامج (SPSS) من خلال مجموعة من الأساليب الإحصائية، شملت الإحصاءات الوصفية، ومعامل ألفا كرونباخ لقياس صدق وثبات الأداة، ومعامل ارتباط بيرسون، وتحليل الانحدار المتعدد، واختبارات (T-test) و (ANOVA).

    Comparative Study of Non-Battery Energy Storage : Supercapacitors, PCM, and LAES

    This study addresses the challenge of renewable energy variability, where solar and wind output is clean but unpredictable. Batteries dominate storage today but face high costs, material shortages, and environmental issues. As a result, the dissertation explores three non-battery storage options: supercapacitors, Phase Change Material (PCM) - based thermal storage, and liquid air energy storage (LAES). The overall aim is to assess how suitable these technologies are for domestic, industrial, and grid applications, and the objectives are to review existing literature, compare their performance, evaluate scalability and limitations, and propose future recommendations. Supercapacitors stand out for their ability to deliver power almost instantly, with very high cycle life and relatively low environmental impact. They are already used in homes, industries, and transport for short-burst applications such as stabilizing solar output, supporting elevators, and enabling regenerative braking. However, their low energy density and high self-discharge prevent them from serving as long-duration storage, limiting their role to rapid response and short-duration needs within broader energy systems. PCMs offer a very different pathway, storing energy as heat rather than electricity. They are compact, able to maintain near-constant temperatures during melting and solidification, and already applied in buildings, solar systems, and waste-heat recovery. Though practical deployment at larger scales still faces challenges of thermal conductivity, durability, and cost, PCMs are well suited to thermal management in homes and industries but are not designed to replace long- duration electrical storage. Finally, LAES provides medium- to long-duration storage by liquefying air, storing it in cryogenic tanks, and re-gasifying it through a turbine when power is needed. With integrated thermal storage, efficiency improves and sites can also supply useful heating or cooling, making LAES well-suited to grid and industrial hubs because it is modular, location-flexible, and long-lived. Early projects (e.g., UK 50 MW LAES) show scalability, though high upfront cost and the need for more full-scale operating data remain the main constraints. To carry out this study, a structured literature review and comparative framework were applied to evaluate performance, scalability, and environmental aspects. The findings show that supercapacitors excel in fast, short-burst uses, PCMs in cost-effective thermal management, and LAES in long-duration, grid-scale services. Overall, LAES emerges as the most suitable option for future large-scale energy systems due to its flexibility and sustainability, though high upfront costs and limited operating experience remain important challenges that require further research, supportive policy, and investment.

    Strategic Partnerships Between Saudi Arabia and International Technology Companies amid Vision 2030: Drivers and Outcomes

    This study examines how Saudi Arabia is using international technology partnerships to support its Vision 2030 agenda, which aims to reduce dependence on oil and build a knowledge-based economy. Partnerships with multinational enterprises (MNEs) such as Google Cloud, Oracle, and NVIDIA are especially important because they bring advanced capabilities in artificial intelligence (AI), cloud computing, and semiconductors: sectors viewed as central to digital transformation agenda of Saudi Arabia under Vision 2030. The aim of the study is to investigate how such partnerships promote Saudi Arabia’s digital transformation under Vision 2030. The literature review employed three main theories: Transaction Cost Economics (TCE), which examines governance and risks; the Resource- Based View (RBV) and Dynamic Capabilities, which focus on ownership and renewal of resources; and the Triple Helix (TH), which focuses on collaboration between government, industry and academia. The research adopted a pragmatist philosophy and abductive approach, applying a case study design with purposive sampling of secondary data, including policy documents, corporate press releases, consultancy reports, and legal analyses. Thematic analysis was used to generate codes and themes across four research questions. The findings show Saudi Arabia engages in partnerships to achieve five key goals: signalling international credibility, accelerating infrastructure growth, ensuring data sovereignty, creating economic multipliers, and using cost advantages. Governance is characterised by hybrid contracts, centralised convening bodies, jurisdictional innovation, and links between infrastructure and energy policy. Domestic benefits are visible in localised learning systems, transfer of knowledge, workforce development, and spillovers to suppliers and small firms. However, challenges include dependency on foreign hardware, high energy use, legal complexities, skills shortages, and risks of passive learning. The study concludes that although partnerships have accelerated digital transformation, their long-term success depends on strengthening domestic capabilities and embedding sustainable governance models.

    Understanding candidal effect on antimicrobial resistance of clinical bacterial species: an evolutionary approach

    Ventilator-associated pneumonia (VAP) is a major healthcare-associated infection in critically ill patients and is frequently associated with biofilm formation on endotracheal tubes. These biofilms consist of diverse microbial communities, including bacteria and fungi, which enhance antimicrobial resistance and complicate treatment. Candida species are opportunistic fungal pathogens commonly implicated in nosocomial infections. Their strong biofilm-forming capacity and interkingdom interactions with bacteria may influence antimicrobial resistance phenotypes. This thesis investigates interactions between Candida species and Klebsiella pneumoniae isolated from polymicrobial biofilms in VAP, focusing on antimicrobial resistance and spontaneous mutation to resistance. We hypothesised that the presence of Candida in biofilms enhances Klebsiella resistance and mutation rates. The first experimental chapter examined antimicrobial susceptibility in mixed biofilm models treated with meropenem and fluconazole. Mixed biofilms of K. pneumoniae and Candida albicans demonstrated increased resistance compared to mono-species biofilms, indicating that polymicrobial interactions significantly affect treatment efficacy. The second chapter assessed bacterial mutation rates using fluctuation assays. Co-culture with Candida species resulted in a measurable reduction in K. pneumoniae mutation rates. Environmental factors such as ethanol, a potential Candida metabolite, may contribute to this effect and warrant further investigation. The final chapter analysed mutational spectra under mono- and co-culture conditions to characterise resistance to rifampicin. Genomic sequencing identified resistance-associated genes, highlighting the genetic adaptability of K. pneumoniae within polymicrobial communities. Overall, this study demonstrates that fungal–bacterial interactions within biofilms influence antimicrobial resistance in VAP. The presence of Candida modifies both resistance phenotypes and mutational dynamics in K. pneumoniae, underscoring the importance of considering fungal components in diagnostic and therapeutic strategies. Clinically, mixed-species biofilms may reduce the effectiveness of standard antimicrobial regimens, supporting consideration of combination or antifungal co-therapy in selected cases. Future work should refine in vitro models to better replicate lung conditions and identify fungal factors that modulate bacterial adaptation.

    Narrative Review of Molecular Mechanisms underpinning the association between Omega-3 Fatty Acids and Cognitive Decline in the Ageing Brain

    Introduction This review looks at how omega-3 fatty acids (ω-3 FAs) affect brain health and memory in older adults. With the number of people experiencing memory problems, such as mild cognitive impairment (MCI), growing worldwide, this has become an important challenge for healthcare. Omega-3 fatty acids, especially docosahexaenoic acid (DHA) and eicosapentaenoic acid (EPA), are long-chain polyunsaturated fatty acids (LC-PUFAs) that play an important role in protecting the brain. Aim This review aims to bring together and explain findings from existing studies to show the molecular pathways through which omega-3 fatty acids support brain function and slow down age-related memory loss. Methods A comprehensive search of primary articles was carried out, including both in vivo and in vitro studies. The focus was on how ω-3 fatty acids influence key brain processes such as neuroinflammation, oxidative stress, and neurotrophic support, the brain’s ability to adapt and learn, and the process of neurogenesis and the function in the growth of new neurons, and the development of disease markers such as β-amyloid plaques in Alzheimer’s disease models.

    أثر الذكاء الاستراتيجي في اتخاذ القرارات الإدارية لدى العاملين في شركة الاتصالات السعودية:الذكاء المنظمي كمتغير وسيط

    هدفت الدراسة الى التعرف على أثر الذكاء الإستراتيجي بأبعاده (الرؤية الإستراتيجية، التحفيز، التفكير المنظمي) في اتخاذ القرارات الإدارية الذكاء المنظمي كمتغير وسيط في شركة الاتصالات السعودية، ولتحقيق أهداف الدراسة تم استخدام المنهج الكمي الوصفي التحليلي لملاءمته لأهداف الدراسة، حيث تم بناء استبانة من خلال ما تم طرحه من الأدب النظري والدراسات السابقة في موضوع الدراسة، حيث تكون مجتمع الدراسة من شركة الاتصالات السعودية، وقام الباحث باستخدام أسلوب المسح الشامل من مجتمع الدراسة، كما حيث قام الباحث بتوزيع (327) استبانة على أفراد عينة الدراسة، بواسطة رابط الكتروني Google form ثم بعدها تم استرداد (322) استبانة بما نسبته (98.4%)، وجميعها كانت صالحة للتحليل الإحصائي، وأظهرت نتائج الدراسة أن الذكاء الإستراتيجي في شركة الاتصالات السعودية قد جاء ضمن المستوى المرتفع، وأن اتخاذ القرارات الإدارية جاءت ضمن المستوى المرتفع، وأن الذكاء المنظمي في شركة الاتصالات السعودية قد جاء ضمن المستوى المرتفع، كما أظهرت النتائج وجود أثر ذو دلالة إحصائية للذكاء الإستراتيجي بأبعاده (الرؤية الإستراتيجية، التحفيز، التفكير المنظمي) في اتخاذ القرارات الإدارية في شركة الاتصالات السعودية، وأن الذكاء المنظمي يتوسط العلاقة بين الذكاء الإستراتيجي واتخاذ القرارات الإدارية، واستناداً الى نتائج هذه الدراسة أوصت الدراسة بعدة توصيات أهمها اعتماد الأنظمة التكنولوجية المتقدمة حيث يمكن استخدام نظم دعم اتخاذ القرارات لتزويد المدراء بالمعلومات المتكاملة حول الوضع الحالي للأسواق، العملاء، والمنافسين مما يساعدهم في اتخاذ قرارات مستنيرة
