Abstract

This research empirically investigates the direct and indirect effects of government regulations on micro, small, and medium-sized enterprises (MSMEs) in Saudi Arabia and examines why these regulations have the impact that they do. It confirms the direct effects reported in the literature, and further reveals contextual and cultural issues concerning the direct effects. This thesis also provides a better account than formerly available of the nature of these effects, as mediated by national culture, explores the extent to which policymakers’ knowledge impacts the regulations that they enact, and examines how this knowledge has affected the quality of the regulations.
