| dc.description | The study aimed to develop a future vision for science parks in Saudi universities to achieve a knowledge-based economy, and to achieve this goal the study sought to uncover the reality of the efforts of scientific parks, such as in the technology valleys in Saudi universities, to achieve a knowledge-based economy. It also sought to uncover the most prominent contemporary global experiences in Activating scientific parks, and also sought to identify the requirements for activating scientific parks in Saudi universities to achieve a knowledge-based economy, and in pursuit of the objectives of the study in terms of its subject matter and dimensions, the current study resorted to the use of the mixed consecutive explanatory approach, where the study tools consisted in a questionnaire distributed in six areas ( Human, technical, research, administrative, regulatory, and financial) to find out the reality of scientific parks represented by technology valleys in the Kingdom of Saudi Arabia, and the reality study sample included all heads and members of the boards of directors of technology valleys in Saudi universities, and members of the scientific research deanships in those universities, and after obtaining On the results of the questionnaire, the researcher conducted an interview with a part of the former society to explain the statements of weakness T was shown by the questionnaire. The study also used the forward-looking approach in the Delphi Technique predictive method in order to identify the requirements for activating the scientific gardens in Saudi universities to develop the future vision, and applied its tours to a sample of experts in the technical 222 valleys in the Kingdom of Saudi Arabia and the faculty members of the Faculties of Education in Saudi universities who have experience. With regard to the subject of the study, the study reached a set of results, the most important of which are: The reality of scientific parks represented in the valleys of technology at the level of the overall tool was weak, and the fields came in order (research, human, administrative) with a weak degree of availability, and the reality showed that the research field is in the last rank, It is followed by the human, then the administrative, while the technical material field came first with a medium degree in terms of availability, followed by the financial dimension, then the organizational legislative with a medium availability as well, and the results of the Delphi method to reveal the requirements of scientific parks showed that experts agreed on six basic areas The vision must include it, and these areas were of high importance with an overall average of (93.30), which is in order of their averages as follows: Human requests, geographical requirements, financial requirements, administrative requirements, research requirements, legislative regulatory requirements, and in light of the reality of scientific parks and their requirements and familiarity with international experiences, the researcher developed a future vision for scientific parks in Saudi universities to achieve a knowledge-based economy, and one of the most prominent recommendations of the study was the establishment of a special unit Scientific researches related to scientific parks to market and invest the outputs of scientific research for the universities associated with them, and universities in the Kingdom of Saudi Arabia should place in their budgets the scientific research related to scientific parks to ensure keeping pace with the economic environment in light of scientific, technological and industrial development, organizing research competitions in cooperation between Saudi universities and technology valleys To encourage the spirit of innovation and creativity and benefit from those scientific studies and research, spreading the culture of scientific research, innovation, and ways of transforming the knowledge product into an investment product for university students through the inclusion of courses, or training courses. | |
| dc.description.abstract | هدفت الدراسة إلى وضع رؤية مستقبلية للحدائق العلمية بالجامعات السعودية لتحقيق الاقتصاد القائم على المعرفة ولتحقيق هذا الهدف سعت الدراسة إلى الكشف عن واقع جهود الحدائق العلمية مثلة في أودية التقنية بالجامعات السعودية لتحقيق الاقتصاد القائم على المعرفة، كما سعت إلى الكشف عن أبرز الخيرات العالمية المعاصرة في الحدائق العلمية، وسعت أيضا للتعرف على متطلبات الحدائق العلمية بالجامعات السعودية لتحقيق الاقتصاد القائم على المعرفة وسعياً لتحقيق أهداف الدراسة من حيث موضوعها وأبعادها لجأت الدراسة الحالية إلى استخدام المدخل المختلط التتابعي التفسيري، حيث تمثلت أدوات الدراسة في استبانة موزعة على ست مجالات ( البشري المادي التقني، البحثي الإداري، التشريعي التنظيمي، المالي للوقوف على واقع الحدائق العلمية ممثلة بأودية التقنية بالمملكة العربية السعودية. واشتملت عينة دراسة الواقع جميع رؤساء وأعضاء مجالس إدارات أودية التقنية في الجامعات السعودية، وأعضاء عمادات. البحث العلمي بتلك الجامعات، وبعد الحصول على نتائج الاستبانة قام الباحث بإجراء مقابلة مع جزء من المجتمع السابق لتفسير عبارات الضعف التي أظهرته الاستبانة، كما استخدمت الدراسة المنهج الاستشرافي في أسلوب دلفاي (Delphi Technique ) التنبوي من أجل التعرف على المتطلبات اللازمة للحدائق العلمية في الجامعات السعودية بهدف وضع الرؤية المستقبلية، وطبقت جولاته على عينة من خبراء أودية التقنية بالمملكة العربية السعودية وأعضاء هيئة التدريس بكليات التربية بالجامعات السعودية ممن لهم خبرة بموضوع الدراسة، وتوصلت الدراسة المجموعة من النتائج من أهمها: أن واقع الحدائق العلمية ممثلة في أودية التقنية على مستوى الأداة مجملة جاء بدرجة ضعيفة، وجاءت المجالات بالترتيب البحثي البشري، الإداري بدرجة توافر ضعيفة، وأظهر الواقع أن المجال البحثي في المرتبة الأخيرة، يليه البشري، ثم الإداري، في حين جاء المحال المادي التقني في المرتبة الأولى بدرجة متوسطة من حيث التوافر، يليه على الترتيب البعد المالي، ثم التشريعي التنظيمي بدرجة توافر متوسطة أيضا، وأظهرت نتائج أسلوب دلفاي للكشف. متطلبات الحدائق العلمية اتفاق الخبراء على ست مجالات أساسية يجب أن تتضمنها الرؤية، وجاءت هذه المجالات بدرجة أهمية عالية متوسط عام بلغ ( 93.30)، وهي على الترتيب حسب متوسطاتها على النحو التالي: المتطلبات البشرية، المتطلبات الجغرافية المتطلبات المالية، المتطلبات الإدارية، المتطلبات البحثية، المتطلبات التنظيمية التشريعية، وفي ضوء واقع الحدائق العلمية ومتطلباتها والإلمام بالتجارب الدولية وضع الباحث رؤية مستقبلية للحدائق العلمية بالجامعات السعودية لتحقيق الاقتصاد القائم على المعرفة، وكان من أبرز توصيات الدراسة إنشاء وحدة خاصة بالأبحاث العلمية المختصة بالحدائق العلمية لتسويق واستثمار مخرجات البحث العلمي للجامعات المرتبطة بها، وعلى الجامعات في المملكة العربية السعودية أن تضع في أولويات ميزانياتها البحوث العلمية المتعلقة بالحدائق العلمية لضمان مواكبة البيئة الاقتصادية في ضوء التطور عن العلمي والتكنولوجي والصناعي، تنظيم مسابقات بحثية بالتعاون بين الجامعات السعودية وأودية التقنية لتشجيع روح الابتكار والإبداع والاستفادة من تلك الدراسات والبحوث العلمية، نشر ثقافة البحث العلمي، والابتكار، وطرق تحويل المنتج المعرفة المنتج استثماري لدى طلاب الجامعات من خلال إدراج مقررات دراسية، أو إقامة دورات تدريبية. | |
